Looks like pretty nice and bulky furniture so I am assuming the folks siting there either own or rent a nearby home and decided to sit in a spot that had maximum sun. They obviously do not realize how much danger they are in. Parked cars get hit from time to time throughout Old Town especially on the major cross streets like Fleming. There was a very recent incident near the corner of Fleming and Frances.
